This is a blue flashing spinning light(with a clear circular plastic case completely surrounding it and a black rubber bottom with a black curly lead whose end plug's into something inside of the vehicle.It is placed on the roof of a un-marked police car by a police officer when he recieves an emergency call.Is it called a beacon?there are also orange flashing light's that have to be put on the roof's(top's of vehicles)that travel under 30mph.

Probably some bright spark in the force who never got recognition for it.originally the blue lamp comes from the phone boxes that used to be used to contact the beat bobbies before radios ( the ones that the tardis of Dr who fame is based on) These were fitted with a blue lamp on the roof that was set to flash when the station needed to speak to the bobby. The lamp was coloured blue to standout from street lights and was coloured to match the uniform ( boys in blue) so when the use of police cars came into use the colour blue was adopted as the emergency light as it was already recognised as the blue light used for emergencies
the change over was gradual starting in the 1960's as the use of radios began to replace phone boxes
