Why do so many people drive with fog lights on when it's not foggy?!?

I don't know what a Qld learner is, but if a teenager with a learners permit gets caught driving without a licensed parent or legal guardian with them, the learner not only loses their permit, but they will have to wait 2 years to get their license.
