I think it's not only in Arizona that it is illegal to drive a car without its hood, but also in the other States too.
There are road traffic and safety laws appertaining to the upkeep
and condition of cars on the road which is uniform throughout the
country for drivers to observe and obey.
(Otherwise, many drivers would claim its alright to drive their
vehicles without front or back doors - this would then compromise the safety of the driver and passengers!)
