They cant be fully aware of their surroundings with so much going on in their car.
And what if an emergency vehicle is approaching and they dont hear the siren and get out the way? That is putting other peoples lives at risk would you not say

Loud music has got out of hand, and it must be distraction from driving,as for the cars being lite up like a Christmas tree, well what ever swings your boat ! What i find amazing is how many bolt on's these kids put on their cars, and then find the largest exhaust so you can here them coming, at top speed of 20mph, due to all the extra weight they've attached to their little Corsa !Am i suppose to be impressed ? afraid not, think it rather sad as to what length and expense some people will go to, just to be different.

Because listening is a passive action and holding a conversation is an active action. However, it is quite possible that they could be reported for not being able to hear their surroundings just like you said.Is there a one hour rule when towing a car away?

I totaly agree. But imagine what would happen if somebody tried to stop that. I bet they (the guys that listen to the loud music) would call it an attack against freedom (of some kind), or something like that. To many people do that, and therefore it ain't easy to stop it. But there's another problem. If they choose to forbid loud music, will they punish the people who listen it in a low volume? They can't really say "hey, you can only listen to up to 45 decibel!" because people are not so precice. So you can't exacly punish somebody for listening to loud music, because loud is relative. If you try to change that, you are trying to destroy relativity, to force a stereotype. That can't work.I hope this answered your question.

Driving is the only thing you will ever do that will fully concentrate all your senses at the same time. People are just not aware of this.. they need educating.
