I have a question about using flares?

Question:
I is it illegal to use them to mark a driveway for a special event if the driveway is hidden or hard to find. I have some elderly friends coming in from out of state. Thanks!
BTW I live in PA, USA

I don't know about the legality of it, but why use flares when they will burn out after a short time. Instead use balloons to mark your driveway...that way they will stay out and when you're finished they can be thrown away. Plus you won't cause any potential problems with the local law enforcement.
