Yes you most definitely use more fuel on back streets as you call it than on Freeways. Having said that, a lot depends on the size of your engine, the size of your vehicle and how fast you drive. Years ago in the USA they made it 55 mph on the Freeways and people did get better fuel mileage at 55 rather than 65. But over a long distance say of 65 miles you lost about 10 miles of driving over the period of one hour.
