Common sense rules here. Some people can do it while operating a complex navigational system, smoking driving a manual tranmission and changing the radio audio settings. If you can't drive safely while on a cell phone, don't do it. But It's just as dangerous...to pull over and have to merge again, especially on a freeway. So I say we were given a brain use it!
