never.the law directly states it.Never. You can only use it when pulled off in a safe spot with the engine turned off. It's true, you can't even just be stopped, you must have the engine switched off.

This is something that is overlooked, someone on the cell phone, is never 100% focused. This is something I see almost everyday, teens on cell phones, in vehicles, with 2 or more in the vehicle, smoke in their tires, and it seem they are only talking to them self, also they three schools above me are elementary, middle and high school. They are constantly walking slow through cross walks, because they have something so much important to do and also the women, I am one but when it come down to on a cell phone with kids in the vehicle, and going to slow or to fast they don't use there turn signals, and bottom line, if we need to talk to someone a good schedule it kids when you get home and get off the streets, YOU LOOK LIKE DRUG DEALER, AND Women and men you are cutting the same line, go home, get a real life, work, family, home and maybe don't look like you should pulled over for something illegal. And quit driving SUV's they need a special license for a large vehicle ON A CELL Phone! I seen to many accidents, and I can't believe how the parents allow a kid with no income drive a new vehicle, fight and pick on others, 50% of my day. I am surprised, what went wrong with everybody and these things are suppose to be our future. Not. You can use it any time as long as you are not holding the phone.
You're even allowed to use your fingers to press the buttons on the phone whilst driving, (as you do with the radio), as long as you're not holding it. (of course if pressing buttons is distracting your attention from driving you could be guilty of driving without due care and attention...just as you could be whilst tuning the radio).
So if your mobile is fastened to the dashboard and you have a loudspeaker or handsfree kit then you can use it all the time.
Seems stupid really, because someone who is on the phone is not giving their full attention to driving. Using the phone whilst driving should be banned completely.

However, if there are no passengers on board, this presents a challenge (depending whether they are hands free or not!). But if they are using a phone which is not hands-free, the situation would be like this (in no particular order of importance):* When the driver is not driving;
* The engine is turned off; and
* The vehicle is safely parked with the brakes on!
But if you are discussing about using hands-free, this would be a tricky one to answer!

I don't think we need a separate law for driving while using mobile phones. If you are not in full control of the vehicle you are already braking the law. Due care or reckless.This includes hands free since you may still be more engrossed in conversation than your driving.Or we need separate laws for the following:
Eating sandwich's, drinking from bottles, rolling cigarettes, reading news papers, books magazines, playing bagpipes etc etc etc.

I'm guessing that you should never use a hand held phone when driving. The effect on reaction time is actually stronger than for drinking and driving. I never answer my phone when I'm driving which drives my friends mad, but keeps me and my children safe.As far as allowed to is concerned I'm not sure what the law is in the UK but in Mexico City if a driver is caught using a hand held phone they are fined. I hope the law is similar in the UK because I'm sure talking and driving causes accidents. I don't really think there's much difference between hand held and hands free, you're still concentrating more on the phone call than on driving. Talking on the phone is linguistically and cognitively more complex than talking to someone in person so it is not equivalent to chatting to the person beside you.

Only when using a handfree kit.However it is safer to pull over to an appropriate place at the side of the road (not the hard shoulder/near a bus stop/junction etc.) as this will prevent the driver being distracted from driving.
