the law states that you have to be able to fasten the seat down ,and you cant do this without seat belts,so that one would be a no,because if you slammed on your brakes,and it not tied down,the car seat would leap forward really bad on it,id ask the local police what to do in an a case like this,I'm sure they have a good answer to it,good luck,i hope this help,s.
