I used to drive over the road and never saw a real need for red arrows. A solid red light should be just as good. We don't have them red arrows in Missouri to my knowledge but we do have green ones and yellow (or amber) ones. The real important thing in my opinion is that all the states have a uniform system of visual traffic controls that everyone understands.
