Anti-theft device for car?

I have a 1990 Buick Century, and I am curious if there is a lock or something like it to block the part behind the steering wheel (I had a car stolen this way last summer--'93 GMC Jimmy)

There used to be companies that made column locks to prevent the column from being busted up.

I received a citation for a parking violation in a state and city I have never been, nor my car.What can I do?


Some were steel guards that bolted permanently over the column, others were temporarily put over the column while parked, and locked with a padlock.
