Most school buses make more stops than required by law- either picking up children closer to their homes than the law stipulates, or by including children that live close enough that they could walk.
The theory is that the added cost of the seat belts might discourage school districts form providing these extra services. And children are something like three to four times safer going to school in a bus than they would be walking or driving a car. So seat belts might actually cost more lives.
