Parking lights are actually the "running lights" in US terminology.
They are the lights that you see at night (other than the headlights themselves). They consist of the "sidelights (if your car has them), the tail lights, and two small lights in front -also containing the turn signals - (as second element in parking light bulbs) Some imported cars have a separate "3rd" bulb and light-reflector for the turn signals alone! However the newer cars have the headlights hooked up to the ignition, and they are on when the car is driving (so now they are referred to as "running lights"). They help your battery run down a lot faster, if the alternator ceases to function too!

A lot of european cars have "parking lights also", - which are actually used for parking! These lights are normally on the side of car, - and sometimes wired to a small light on front and rear of car on same side. When the car is parked at night, these (small bulb lights),- are turned on so that other motorists can see the car from a distance, (and know that it is parked- not moving). These lights are referred to as "standing lights" in europe! They use very small bulbs, - so that it doesn't run the battery down, even if it "stands" all night with "lights" turned on!
