I'm unaware of any on-line way, but SOME communities want you to report this through 911. Where I live, the cops will dispatch the area patrol car to catch up with you - obviously you have to stay on the line, and follow the person. Then they will pull the offender over and issue a warning, ticket etc. BUT not ever community does this....Can I use my car for prolong driving?
I don't know of any on line way to report it but you should put the local highway patrol and sheriffs office on speed dial that way you don't have to call 911 and tie them up all the time but you can call them for that. you need to report it when it happens if you call the local number and report the license plate number how old the children look and if there is actually a car seat in the car pay attention to where they are going so the officers are able to intercept them. If this person gets reported enough they will have to deal with child protective services and have to deal with all that goes with that.
