If all you have is an International DL, then no, you couldn't do that. You would have to take the written, vision and hands-on driving test as if you never had a DL ever.

I don't know about Texas specifically but no can do in most states. In Missouri I still had to take both written and driving test even though I had international, military, and virginia licenses.
