The Police officers have a radio attached to their tunics.if they answer it while driving, are they also breaking the law by "driving without due care and attention"(not traffic police as the cars are fitted with hands-free) or are they exempt?

yes, police officers can give themselves tickets for breaking the law. But if they get into an accedent, they have to file a police report, plus have to turn it in before thier shift is over.
