What is the best criteria for turning an infant car seat around?

I have read 20 lbs, 30 lbs, 8 months, 10 months 12 months. I can't seem to get a good solid answer for this. My 9 month old is getting close to being to long for rear facing but she is only 20 lbs. What do you think? Or what did you do?

Keep them rear-facing as long as possible. The longer the better since it's safer for their little bodies. If anything, go by age not weight. If your child is getting too big for the infant seat, it may be time to purchase a convertible seat that can be used both rear-facing and forward-facing. I didn't turn my two kids until they were around 15 months.
