New York driving laws?

I have a non-commercial learners permit from PA. What are the minimun standards I have to follow in NY... like drinving with an adult ect?

NY and Jersey are strict with driving laws. However, you may be exempt because you have a permit from PA. So, to get ur license in NJ you must be 17-18, but a kid from Kentucky comes up that is 16, driving on his own has his license, and is exempt from our laws.
