What is the purpose of the key button on the ignition of cars with a manual transmission?

When you want to take the key out of a car with a manual transmission, you need to push a little button near the key to get the key to rotate back far enough to remove it. What is this for?

It is a requirement that you had to have the vehicle in Park before the key can be removed and the steering column locked. This was due to dummies turning off the key and locking the steering at 50 MPH.DOOH!
