I did find that the State of California has regulations on the matter as follows:
A vehicle may be equipped with not more than two fog lamps mounted on the front which may be lighted, in addition to the required front lamps, only when atmospheric conditions, such as fog, rain, snow, smoke, or dust, reduce the daytime or nighttime visibility of other vehicles to less than 500 feet.
When two lamps are installed, one shall be mounted at the left side and one at the right side at the same level and as close as practical to the sides. When one lamp is installed, it shall be mounted as close as practical to the left side or on the center of the vehicle
depends on where you live. i am currently stationed in europe and in most countries here it is illegal and carries a hefty fine. there are states that is it illegal you'll just have to look on your states department of motor vehicle's website and find the local laws.
Not only would you degrade the car battery you could also be obscuring oncoming traffic. In effect the headlights would be have a blinding affect. It is not unacceptable too have your lights on when there is low visibility.

fog lights arent usually blinding. theyre focused even lower than normal lights. The blinding ones are Brights. Some people do put aftermatker lights in the position of fog lights that are horribly annoying and bright. Same thing with people that get fake HID lamps in their normal lights.Can you still use hand signals to signal which direction you're going to turn while driving a car?

These folks are called inconsiderate. I have a truck F-250 with real bright fog lights and if I am in a pissy mood I'll kick 'em on if a bozo blinds me. Very inconsiderate of other drivers.
