i would contact the state that your pulling these trailers in rather ask someone on the Internet...if there wrong whose gonna pay the ticket??I don't know the law about pulling 2 trailers in different states, but I can tell you that no you are not supposed to have someone in a 5th wheel trailer while driving. 5th wheels are not passanger vehicles, they're basically small motor homes - built to live in not drive in.
It's not legal in most states, and shouldn't be done in the states where it is legal. Unless you have an intercom or a 2 way radio, how do you know the passengers are okay back there? Even in a motor home everyone should be seated and seat belted in place.

As to pulling two trailers, it really doesn't matter what the law in in the state you are going through. Is it legal in your home state? If yes, you can do it any state. If it's not legal in your state, and you come into Oklahoma without Oklahoma plates on the truck, you will get a ticket if it's not legal in your state.
Also if you do, the first vehicle must be a 5th wheel to go tandom. California also requires a class A license if I remember right.
