On the same line as your question, If police were really concerned about saving lives then why don't cops stand outside the tavern door and arrest everyone who leaves for public intoxication before they get into a vehicle? Probable cause shouldn't be too difficult, just don't arrest the ones not staggering

They assume that when people go to bars that they will be drinking under the legal limit or that they will wait till they sober up before they drive home. I don't go to bars, that was just a guess.Because most people who go to a bar don't get drunk. Even public intoxication is illegal in many places. -yk
