* put in a kill switch. There are many places you can wire in a kill switch - if your car is an automatic, you can wire it in so the neutral safety switch is activated even when the transmission is in park or neutral, so they won't be able to start the car. You could also/or disable the starter motor with a switch.
* put in a fuel lockoff. That way you have a solenoid that closes or opens, when it's open fuel can flow, when it's closed fuel can't flow, and have it operated by a switch.
