Why do people use parking lights in the early morning and @ dusk instead of headlights?

Maybe their parking lights, also called daytime running lights by some people, come on automatically, like in my car. I always use my headlights in the early morning and at dusk, even though my parking lights are always on, unless I've got the e-brake pulled. My suggestion is that some people are just too stupid to turn their lights on and they have no concern for the safety of others around them.

If a cop sees this they can pull the vehicle over and give a warning or a ticket. You are to use headlights before the sun is up and after the sun goes down.
I think some drivers think it is cool. Not cool when the get into an accident or hit a jogger because they can not see them.

But dont flash your lights at them. In California right now there are gang members that do this to get your attention. If you flash your lights at them they pull out a gun. Not worth that risk.
