I know fuel tankers have to stop at railroad crossings when the signal gate is up and no lights are flashing, that is not what I am asking here. I need to know if we are required to pull as far to the right, on paved shoulder if possible, when making that stop on a California Highway. I am looking for someone who knows the actual specific rule, actual regulation, traffic code, or ordinance AND where SPECIFICALLY I can locate it for reference.
All of the Local, State, and Federal sites are 99.999% bloated with administrative rules, the actual rules of the road seem almost like an afterthought. I have contacted people at every level of government and at every major private entity, AAA, DMV, CHP, Federal Highway Safety Administration, Federal Hazmat regulations (the list goes on, and on, and on). To my utter shock and amazement noone knows the rules or SPECIFICALLY where they can be found. If we are supposed to follow the rules they shouldn't they make them easy for us to find?
