Can I also have someone under 18 in the car if i have my permit?

I was just wondering if I have my drivers permit can I also have my little sister who is 10 in the car, if i have the passenger who is over 20 and has had his/her licence for more than 2 years? I live in the State of Maine .. I also want to know if I can drive out of state with my permit, seeing as I live so close to Canada and we go there alot.

when i had my permit i drove out of state a lot and had no problem and yes if you have someone over 20 with there lic. then you can have some one else in the car thats not a problem
