They do it so often and don't see the consequences of their inattention.The people talking on their phones don't bother me; it's the folks who feel they can safely drive around while texting on their phones. They cannot look at their phone and the road at the same time.

Probably because they think the accidents that can occur while talking on the phone will never happen to them which causes them to be careless. Of course it is really bad to talk on the phone while driving no matter what the reason is because your mind may be more caught up in your conversation than the road. I am not saying that people can't do both, but it is possible you may be losing focus of the road & you don't know it. Just pull over somewhere safe and pick it up, or let the voice mail get it instead.

Most people cannot juggle a cell phone, the conversation, and safe driving skills all at once. However, some can... I spent a while working as an EMT where I quickly learned to drive, talk on a phone, talk on a radio, write, and communicate with my partner all at the same time. Although, while doing this, I noticed that most people cannot even drive with no distractions nonetheless with them. Driving defensively is the key. I think that it is possible to make or accept short calls, but not repeatedly while driving. Too often I see people texting, e-mailing on their BlackBerries, looking at paperwork while speaking on the phone, pretty much anything and everything that you should either pull over at a safe location to do, or politely indicate to the person with whom you are speaking that you are driving... The other offending party involved here is a group of people who become bored or "fidgety" by being alone while commuting and need to call someone to shoot the breeze with while driving...
