I believe that can be considered reckless driving. Keep in mind some larger vehicles (trucks, busses) have wider turns. They would not be able to turn left from the left most lanes otherwise they would end up on the curb. However, it is OK to make the common truck turn, which is to delay the left turn until almost in the middle of the intersection.
