Why hang chain under truck.?

Question:
Saw on most of truck that there is a chain hang under it's chasis with one end nearly touch the road. I want to know a real reason. (Someone said, to prevent splash from electrostatic.)

if it is in the rear center it may be the chain used to hold the spare tire on. in pick up trucks and such the spare tire is often stored under the truck by a chain. if they used their spare or got bigger tires and that spare doesn't fit they may have taken it off and left the chain hanging
