Flashing Amber Lights at Pedestrian Crosswalks?

Where have studies been done regarding the effectivnesss of such pedestrian controlled crosswalks? What are the results?

Should the second size car seat (forward facing) be able to move from side to side?

I don't think there needed to be studies done we have been using flashing orange lights for years to alert of us and it works for all but the stupidest people and those who cant pay attention.

We have a flashing light at the driveway to my building. When the light actually turns red after I push the button (a rare event), the first couple of cars ignore the light and sail on through. I miss the light because the cars won't stop for the rare red light. When it turns back to flashing, it's hard to cross the street because everyone knows the light has been flashing for over 20 years so they sail through. Once in a while they stop to let me across. I raise a hand to thank them.
