In FL and OH, it does not make any difference who got at the stop sign first. The person making the left hand turn must yield the right of way to the person who is going straight. This could mean that the person making the left hand turn may have to wait for several cars going straight. Think of it this way. If there is a crash, the person making the left hand turn is going to be cited for failure to yield the right of way. BTW we investigate plenty of crashes each year where people feel they had the right of way because they got to the intersection first. Of course, there are two exceptions. If it is a four way stop, the vehicle on the right has the right of way if the vehicles arrived at the intersection at the same time. Also, if one driver had a yield sign and the other a stop sign, the driver with the stop sign must yield to the person with the yield sign. Good question.
