Yes the federal highway safety administration says that a fuel tanker, or a truck carrying certain hazardous materials MUST pull over and STOP ,look then proceed. Same with school buses. I've seen tankers, buses,etc stop in the left lane. It's kind of unexpected and they often nearly get hit. Not sure about the law, but I understand why sometimes they have to, when they come upon a RR and can't get over to the right.More Questions & Answers ...
