Must fuel tankers pull to the right when stopping at gated highway rr x-ings (gate up, no lights flashing)?

Yes the federal highway safety administration says that a fuel tanker, or a truck carrying certain hazardous materials MUST pull over and STOP ,look then proceed. Same with school buses. Even if there is no lights or gates they must stop!

I've seen tankers, buses,etc stop in the left lane. It's kind of unexpected and they often nearly get hit. Not sure about the law, but I understand why sometimes they have to, when they come upon a RR and can't get over to the right.
