Why don't people on buses need to wear seat belts?

If your baby's head falls forward when he's in his carseat, you are using the wrong seat. Until he can hold his own head up he should be in a reclining style seat. When my kids were that age, we used to call it "the bucket". It has a handle and can be removed and used as a carrier. When he can sit up straight by himself you can switch to the upright style of seat that they use until they get too big for a car seat at all.
