Law in NY is 4'9" to be out of a car/booster seat reguardless of age or weight. There is no legal age to be in the front seat but they do recommend that nobody under the age of 12 is allowed to sit up front due to the airbag and if a child is up front they suggest that the bag be turned off if that option is available(I have only seen this in pick ups) These laws may vary by state the best place to find out easily is contact the local barracks of the State Police and they will gladly give you the information you want and do a courtesy check of car seats for you if you have children still in them.

Why do some people stop so far behind others at stop lights?

if the vehicle has a passenger side airbag you NEED to be at least 5 foot tall. This is suggested by the manufactors association of automobile builders. the seat belt needs to also fit properly so keep this in mind but i wont let anyone under 5 foot sit im ny passenger seat
