Its illegal and dangerous. If it happens, just flash them, and if they don't turn them off then just turn your beam on til you pass them.

If they're behind you, flash your rear fog light. Then leave that on, cos that'll blind them too, and you can just put your rear view mirror in night mode, and they won't bother you any more.

It is illegal in most jurisdictions to fail to dim your lights when approaching a car from the front or from the rear. (in my state within 500 feet of on-coming and 100 feet from the rear)

When I was learning to drive (more years ago than I care to admit) I was taught to direct my gaze toward the right edge of the roadway went a vehicle approaches. This preserves your night vision while keeping your vehicle safely on the road. It works well when someone fails to dim their lights too!

Because they are bloody pillocks. I had a belly full of the idiots (I ride a motorbike) so i decided to get my own back. I changed the standard headlamp bulb 55watt dip/65 main, to a 100watt dip/120 main. now a quick flash and its dipped lights every time. They are quite legal and cost about £14 each. Don't go for a 190 watt bulb as they are for racing and the beam pattern is useless for the road. Your alternator and battery wont cope anyway.

I have a theory on why people use their headlights on high beam (USA). It is because they cannot see at night. The US headlight regulations is different to UNECE (e-code) headlamp regulations. The e-code headlamp has more usable beam pattern, thus less glare to no glare at all.

Headlights are on high beam at night because their eyes are tired. They cannot see very well when your eyes are tired. Another reason, senior drivers who drive at night (but most seniors don't drive at night). Another reason, they don't know how to use their headlights at all, even fog lights, and rear fog lights. Another reason, they may have a condition called "night blindness", when a person is blind at night. Another good reason, the car battery is not providing the full amount of electricity to the headlight. Anothe reason, the car has a worn out headlight, no headlight, broken headlight, or simply the car is old. After 5 years, the bulb doesn't provide as much as illumination as the brand new bulb, replace the bulb in pairs.
