It's been a while since I read the exact history, but it basically boils down to the right hand, left had thing. More folks are right handed, and have better motor skills with their right sides. It's easier for most folks to use their right foot for gas and brake pedal use. So it's more of a simplicity issue than an ergonomics issue. As a matter of fact, most cars that have the steering wheel on the right side of the car, still have the brake and gas pedals on the right side.
Just speculation on my part, but someone decided it was a good idea to keep the gas and brake pedals next to each other, since they are the two most often used by automatic transmission cars. Having the clutch in the middle would cause confusion and accidents, since the person wouldn't stop if they tried to use the brake instinctively hit the pedal to the left of the accelerator.
Who knows what the age law for driving in NJ is?
I'm guessing since most people tend to be right handed, they would most likely want to use their right leg to stop and star their car. Since the gas pedal is used the most out of the three, it makes the most sense to have it located furthest to the right.
