In the state of Arkansas and Missouri the traffic merging must give way to the on coming traffic. People who "force" themselves are simply ignorant of the law and common decency. If you find yourself at the end of an entrance ramp with no way on simply travel along the shoulder at a slower rate till an opening occurs, if this is not possible you just have to stop and wait.
