I've been told to hold the wheel at 10 & 2 positions and allow my hands to meet at the top when steering, but I just don't do that, however I never allow my hands to cross on the wheel. What is technically the best method for maximum control of the vehicle? If I 'shuffle' I find that my steering is jerkier. I'm an experienced driver but I want to go into the police or ambulance as a response driver so I need to perfect my steering technique...

In the jobs you want to go for, they will train you in much more advanced driving than you are currently doing, so what you are doing now will likely become irrelevant anyway.
10 & 2 is old school because of air bags.For safety you should be at 9 & 3 or 8 and 4.

the best way to hold the steering is 2-10 position in the city.3-9 is for car racing which allow you turn your right hand from 3 position to the 9 position to complete a fast turn.
if you hold the steering at the 4-8 position, you will be in trouble if you end up in a skid because it is not too smooth to turn.
if you drive on the hi-way, you can hold the wheel at 4-8 or even hold it with one hand because you will not turn too much when it is driving at 100 km/hr.
AND 2-10 IS THE BEST WAY TO HOLD THE STEERING IF YOU ARE GOING TO USE THE HAND OVER HAND STEERING METHOD.
ALSO, YOU ARE USING THE PUSH AND PULL METHOD ON YOUR STEERING, AND IT IS NOT FAST AND SMOOTH ENOUGH.
