i would have to say that in the US it means for you to go if he flashes you. In other countries I don't know.How could we prevent being hit by lightning when it is raining and we are not inside a building?
I use it to (hopefully) indicate that I want the other person to go first.If it is dusk and the other car doesn't have its lights on, I may be telling them to light up.

Like another person said, some people do it to try and make the light turn green quicker. This is actually true though. In some cities there is sensor mounted above the lights that responds to a certain frequency of strobe. The reason this is there is because emergency vehicles have a strobe light mounted on the top of their vehicles that flashes when there lights and sirens are on in order to change the flow of traffic. This has been proven to be a much safer method of emergency travel.As far as a person being able to effect the sensor is unknown to me. I don't know what the chances are of being able to find the right frequency of strobe. I have tried it and I can't prove or disprove that I effected it.
