Is a kawasaki brute force 650 too much power for a 13 year-old or a good 4 wheeler for anyone?

I was gonna get a kawasaki brute force 650 for my son and i dont know if its to much power for him, he is safe on it and not crazy, (he knows how to ride). is it good for hunting or muddin', do i need to get new tires for just normal riding on the trail. or any other mods to it. it has a lot of features but a lot of recalls, so i've heard. it might be too loud for hunting or i dont know if the belt drive is good for 4 wheelers?

in my part of the country we see 10 year old that get crushed by quads. be the responsible parent and say no if you have to ask the question if its too much. as far as for anyone it depends on what use you are to put it to. hunting too loud but trails is great.
