They must be 1 year old AND 20lbs.wow! well, its funny you should ask this acually, because i have a little sis who has recently changed her car seat. My mum decided she was old enough for a foward-facing one, rather than a baby one, and she is now 12 months old. So anything from 9-12 months you could think aboutb changing it. Sorry, not sure about weight though!

It depends on the seat, each is different, get online and look up the manual for the car seat manufacturer/model you have, (ie: evenflo.com, gracobaby.com, etc) but NEVER before 20 lbs, unless your child is unusually long and would suffer more harm in an accident rear-facing then he/she would facing front. In this case, you'd need to get in touch with your local police dept, highway patrol, sherrif, etc and see what they say, but more than likely it won't be the case...
