without knowing the application my answer would be yes.most automatics have a limited number of clutches in the overdrive clutch pack. this is largely do to the fact once the vehicle is moving it does not take a lot of effort thereby the manufacture reduces the number of clutches. also some overdrive can be applied in a number of forward gears depending on design. I would suggest in town turn off overdrive, this will make your transmission work easier(less effort,less heat etc.)

I dont think it really matters if your driving in the city in low gears.

It depends on the transmission. Some cars actually change thier shift patterns when you have the O/D off. Some don't change at all , other than the fact that they won't shift into O/D.
really the only reason that you would ever want to turn off the OD would be if you were driving up and down alot of hills or if you were towing a trailer.

heat.... everytime the trans shifts it creates heat, usually city driving is slow enough that the trans is always shifting between 3rd and 4th so its usually better to turn off O/D (4th gear) when driving in the city or on hilly roads.

HEAT! heat is the #1 killer of an auto trans. they have clutches that are designed to slip when torque is applied when in D or O/D. when the trans is locked in 1 or 2 or 3, they supply power directly, without slippage. also the torque converter will heat up in O/D when your going slow and burn it up too.
