Are systems that work usually turnkey ? Or not ?
How do you automate system construction ?
A system consists of subsystems with inbuilt test, program monitoring and fault logging. So why aren't systems usually turnkey ? (Does someone typically intervene at the last minute and foul up the existing arrangements ?)
(I don't know, I'm simply wondering, but it wouldn't surprise me to find that when systems don't work it's because they have been intentionally fouled up)
(perhaps someone has figured out how to foul up the system, then come in as a messiah, also lining their own pockets)

I'm not sure what type of system you are talking about....But obviously what you suggest happens and it happens probably more than we know and obviously it is lucrative or the persons wouldn't do it.
