If you have to ask your either going to fast or slow.

Who got a cellphone ban while driving in their city?

At a speed proper and prudent for the turn. If the tires are making screeching noises and you are drifting through the corner, it's too fast. If it's hard to steer, and the cars behind are blowing their horns, it's too slow.

Why is it so important for a child to ride in a car seat till he/she is 8 yrs old.?

Unless the turn is really tight about 15 mph is typical.

What to expect for texas driving test?

How sharp is the corner? Thats what it depends on, sharp corner, low speed, gradual corner, higher speeds. There are to many variables in this question. Different vehicles can take corners at different speeds and will keep traction.
The variables are
1-center of gravity. For example, a Ferrari can take a sharp corner doing 50km/h, when a Semi-trailer truck can take that same corner doing 15km/h. The Ferrari has a very low center of gravity, while the semi truck has a very high center of gravity. With a low center of gravity the vehicle will have a harder time of tipping, but with a high center of gravity the vehicle will want to pull that center as low to the earth at possible. When the vehicle is leaning into the turn, the center of gravity will want to pull it to the earth, and a high center of gravity, that vehicle is going to tip.
2- Vehicle speed. Lets say two Ferrari's, identical. One takes a corner that is very sharp, and the other take a corner that is next to a straight line with a slight bent, both taking the corner at 50km/h. The Ferrari taking the sharp corner will have to slow down more becaue of the inertia is wanting to keep the vehicle in the straight ahead position will want to drag the vehicle straight when the vehicle is turning, traction on the front of the vehicle will turn the front, but the rear, without turning assist, will want to go straigh, causing the rear to go into a slide. With a slight curve in the road, the Ferrari at 50km/h will have no problem taking the corner becasue the direction of travel will change very slightly compaired to taking a sharp corner at the same speed. With the vehicle slowly turning in a long corner rather then quickly turning on a sharp corner, the vehicle can maintain a straight ahead position better and the vehicle will stay in control.
3- Bank of the road. 3 Ferrari's are taking a corner of the exact same curve. One road is banked inward, one road has no bank, and the last road has an outward bank. The Ferrari travling on the banked inward road will have an easier time turning at a higher speed because the vehicle will be being pushed into the road when in the turn, keeping better traction. The Ferrari on the road taht is flat will have to slow down a little to keep traction becaue the vehicle will want to slide across the flat surface, instead of sticking to the road that is banked. The Ferrair that is turning on the road that is banked outward will have to slow down the most, as its will want to leave the road completly. The force of the turn will want to force the vehicle out, away from the road instead of across it, or into it.

How come when your in a car driving fast, you don't feel the wind blowing back in your face?

I could go on and on, but I think you get the idea, if you want any more of my ramblings, don't be afraid to ask.

When you see the sign "police enforcment area"?

That all depends on the type of corner. Even if its a quiet road and you are feeling quite confident, still do it in a "controlled" manner as you cant see what's around the corner (someone's pet, children, wrongfully parked car, etc might be there).
