i got rear ended the other day and i was nervous and didn't get the person's phone number that hit me. i got his driver license and license plate and also his insurance info. but i don't want to deal with the insurance because my dad said it will be take long and get messy.. and plus the damage isn't half bad.. my bumper is hanging down 3 to 4 inches.. how do i locate this person so i can get his phone number?

You can locate the person by taking the driver's license number, license plate, and insurance info to the DMV or police station. However, talking with your insurance first is probably better.

Your dad gave the WRONG information. You were rear ended, the police and insurance company should have been notified. You also have the right to go to the police after the accident and report it, give them the information including the data on the person that hit you. Be hit from the rear is not a chargable accident for YOU.
If you would have been injured I bet your DAD would be looking for $$$$$.
