Usually its whomever came to the stop first, technically the vehicle on the right has the next turn. That doesn't really answer the question when there are 4 vehicles there.though. It seems that we generally just go on the first come first serve basis. Or even if one guy wasn't there first, they might make a right turn before it is their turn etc. But I believe the law states thatthe first person has the right of way and then the person to the right of that person, then the right of the following persone and so on. At least that is what it says in the driver education manual for the state of Gerogia. If somebody has their turn signal on, they lose to someone not turning.

A couple of the answers here are correct. It is always the person to the right. It is just that to many people drive with their own rules in mind and never research the correct rule. Thanks for bringing this subject to attention.

It's important to know that you can't _take_ the right-of-way, you can only _give it away_. In other words, if you are on the right and arrive at the same time as another car, it is still your responsibility to look at the driver to the left to see if they are going to give you the right-of-way. If you are the driver on the left, stop and look at the driver on your right to let them know you are yielding (giving the right of way). If you both proceed into the intersection at the same time, you will both be at fault legally, at least in the State of Georgia. I expect that law is the same in most states.
