When can you drive other people?

Question:
I have asked this question to many people- from friends to my driver instructor and almost everyone gave me different answers! If you are under 18 and just got your driver license, when can you drive other people?

Just got my license and car.. scared as hell to drive!?

Some people say a year, others say 6 months, while others say when you're 18.

Why should "Speed" kill? Why just focus on speed and generalize it?

"My daughter got her driver lience over the summer and she is 17. This December 2006, she is going to be 18. So when she turns 18, can she drive other people or does she have to wait that months/year for her to drive other people? Thank you"

I dun really think there is a rule that states so. It depends on her confidence when driving other people
