Not all lights have cameras installed. If they do you usually see the flash when you go thru and if you are caught by them, then yes they will enforce the fine.Some do but most don't. Not all stoplights have cameras.Even you run the red light I think they may have to look at the pictureIf a stoplight has a camera installed it will have a sign saying "Photo Enforced" a block or so before.
