The solid white line is an imaginary "fence" when it is the center divider of the highway, - to keep cars from "swapping headlights"! Crossing over the line at times - is acceptable, -however it has to be avoiding some hazzard, and always when nobody else is there! Such as avoiding a pederstrian or animal, (providing it is safe to do so - meaning no traffic on that side). If you "merrily travel from side to side" as a practice, you will get a visit from the "gumball salesman pretty fast". It is also poor driving technique, - as those behind, - and ahead of you don't really know what to expect next -(maybe you are drunk??).
