I can only imagine it is one of two things; It's a cryptic message meaning '**** at the wheel' or '**** you, only my kids matter'. Very few cars with these signs actually have children on board.ISTR that it being the result of a US woman being rescued from her crashed car, but not the small child in the back, is an "urban myth".

They are of no use whatsoever, they are in the same class as 'caution show dogs/cats in transit'. It's just some thing to show off - no one is in the slightest bit interested, except of course for the people who make the signs!It's to encourage you to be a little more considerate and/or careful to protect the little darling.
